My sister needs a new laptop for school and I have no idea what I should be looking for when it comes to photoshop. The only main constraints are that its somewhere between 400-800 bucks maybe more if it's something important to have. Thanks!

The most important thing for Photoshop is RAM, imho. Load as much into that thing as reasonably possible.

You'll want a 17" laptop with 4gb of ram, necessitating a 64 bit OS.
