How hard would it be to start watching now? Is it full of insider jokes a new viewer won't get? I need a good comedy.

I think you could start watching it from scratch. I picked it up in Season 2 without having watched Season 1. While it does have a number of ongoing story arcs, nothing about them is so dense that you can't hop in part of the way through.

NBC uses hulu.com for their online viewer. I don't know if, or how many, episodes of 30 Rock they have available online, but I think it would be worth checking out.

also netflix has all of season 1 on instant watch so if you have netflix that would be a way to catch up
