On my server Order pushed into IC but apparently city scenarios weren't popping with 7 warbands queued up.

Yeah, thats been the big thing about the "Faction" leaders ever since the first news of City Sieges came down back in Beta.

Basically, any one labeled as a King or Hero is unable to be permanently killed. When they're life is at 0 they yield the City and their loot then are escorted to the Winner's Capital and put on public display. Not sure if the mechanic is the same, but originally the opposing faction were going to be able to stage rescue missions of some sort that would lead to their eventual release...but I'm sure that its leaps and bounds different now.
