I know the description on that page says the mount is "available at level 20", but it worked at level 6 for me on three characters now (I never reached a mailbox before level 6, and you get the items in the mail).

You can ride a mount as soon as you have money for it anyway.. I had a mount around level 12 or so.

Yeah if you got the turtle mount you can ride it soon as you can grab it from a mailbox.
