Blizzard claimed a number a reasons for doing this:
1.) They wanted the DK accessible to everyone rather then limit it the Hardcore.
2.) They didn't want people breezing through the expansion content and leveling like madmen (like they can prevent this) JUST so people could unlock the DK.
3.) The level 55 start gives them the ability to allow a player to access both TBC content and WotLK content on their journey to level 80.
However, I see a few other reasons why they made all these changes:
1.) After the first announcement, Captain Casuals went up in arms over the fact that the DK was going to be limited to Hardcore players which wasn't far to "fans" of the WC series.
2.) Since Captain Casual makes up more then 75% of Blizzard's player base worldwide, you've got to bend your will to the masses (and their wallets).
3.) Blizzard would rather focus their development time on High End Content rather then having to revisit the newbie/lowbie areas for every race to include DK related questlines/story arcs/itemization.
So being able to create a DK just because you've got a level 55 character isn't a reward, its a compromise Blizzard made to keep the majority of the player base happy...which in the end benefits them more not only from a development standpoint but from a financial standpoint as well.
On another topic, have you seen the bitching and moaning on the official D3 forums about the game not being "dark" enough?
