From what I understand about it, the "emergency" or "presidential" messages will have a higher priority than any other message. On the surface it sounds ok, but the unintended consequences can be far reaching here. First, you are requiring cell phone manufacturers to add a chip on their product for it to be sold in the US. There is added cost there that is passed on to the consumer. How much will this cost going forward? How much will it cost to maintain? Will this override existing communications taking place on the phone? If it requires a special chip, it must be a different type of message than a standard text.

I chalk this up in the same boat as the "required back-up cameras on cars after 20XX"

Odd thing to be putting out there, as the cell phone network has had this as a feature for at least a decade. It's put out by the base stations. It has nothing to do with the mobile device at all.

So it begs the question: what exactly is this redundant chip doing? And what team of buffoons comes up with this stuff?

When the WTC went down a number of people (in NY/NJ) were left w/out cell phones anyway. Depending on the size and nature of the emergency, people may not even be able to receive the msgs. Of course the emergency may be obvious enough for them to know about it anyway.

Or am I missing something?

The need for the extra chip is really conspicuous here -- because there isn't a need for an extra chip. You would need an extra chip for things that were illegal to do to phones before 2001, and are only practical at 4G bandwidth, like active GPS.
