In a way, he is sort of right, the Tar/Nicotine is the addiction factor that keeps people coming back, the smoke does do most of the damage, but, it is just a lame way to make his point.

"Lettuce is just as unhealthy as tobacco" and "Tobacco is just as healthy as lettuce"

He essentially states tobacco (namely the nicotine) is harmless, only smoking it is dangerous. So, this guy is trying to suggest it is an otherwise safe product (like lettuce). Again, implying that things like snuff and chewing tobacco is safe. Of course he doesn't say that explicitly because it's easily debunked.

Oh, and I'm not sure what's commutative about that. Are you sure you know what that word means?
